Explanation: Optimized Democracy
World War 1 happened because of monarchy, where a king did what he wanted - had people (family enemies) killed without trial!

World War 2 because of dictatorship, where an individual or small group exercises sole power and this power is not limited by free elections or other democratic control mechanisms...

World War 3 almost happened, because a democracy conspiracy arose where the world's money would have been divided among each without considering or knowing what was more valuable, because due to egalitarianism just the quantity of voters counted and not the quality.
In my book 2026 I presented optimized (“Doris Day”) democracy:
I would like people to vote with a *score that is 1/3 each from soul (voice), mind (intelligence), body (total life expectancy)
(*you should not deviate from that scoring)
use a neutral institute of experts for the evaluation of the score
the test should be voluntary; otherwise the person can vote as before.
The result should be stored securely (with a PIN) on a voting card; it belongs to the voter, not the state.
Voters should be able to improve the result until the next vote, for example, by being suggested a computer, music or sports club.
However, one should be very cautious with the idea and perhaps first conduct a pilot project over 16 years in a small town to ensure that it doesn't lead to classification and outing.
An American representative meant "for two legislative periods in Oregon".
